The police car Decepticon was hiding on the Moon and came to Earth via the space bridge activated by Sentinel Prime. Soon after he arrived on Earth, the Protoform Decepticons scanned a nearby police car, transforming and driving off the night, Often killing humans and what's interesting is that when he transforms into robot mode, the white parts along the wheels disappears, showing to be protoform aging, this is basically because there was no unique CGI model created and his robot mode was just the Decepticon protoform re-used.
